UK Councils Plan to Dispose of Social Clubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are planning to sell social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils representing second-tier cities in the UK stated that 60% of councils are intending to sell assets to meet the escalating costs of social services for vulnerable individuals.

Local governments have in the past come under fire for disposing of public land and open spaces to support their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group said that a high proportion of authorities seeking to raise money from a fire sale of holdings represented “a distinct shift from 2024, when the largest share (six in ten) of local leaders said they would focus on restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Examples of Proposed Sales

Medway Council in southeast England said its property management strategy featured the disposal of a shopping centre in Rainham and a social club in Rochester to raise £20m over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all generate rent for Medway council, will also be sold under the strategy.

Local Levy Rises and Broader Financial Strains

This research of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will need to increase council taxes next spring to address the rising cost of essential services, increased rates of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking creative strategies but some of these require time to deliver both improved services and financial savings,” said a council leader.

He added: “We face demographic pressures which will persist to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

Research of county councils recently also found local finances being stretched by the growing number of children and older individuals needing special educational assistance.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Disadvantage and Funding Shortfalls

According to the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only one key city is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The data underscores the scale of difficulties confronting municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a equitable and lasting financial structure that accounts for and responds to the actual extent of deprivation and need,” stated Michael Mordey.

“Without this, local authorities will persist to face impossible choices around which vital provisions to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised social care provision in the last year, the survey revealed.
